About the English Language Development (ELD) Program
The Spring Grove staff is dedicated to the success and reclassification of our English Learner (EL) students. The English Language Development (ELD) Program at Spring Grove School provides rich and intensive supplementary instruction in English to all English Learner students. The goal of the ELD program is to allow EL students to become successful learners in English mainstream classes as timely as possible.
Primary students receive Designated ELD and Integrated ELD during regularly scheduled ELA. Our secondary students will receive approximately 50 minutes of Designated ELD instruction daily.

Under current state law, EC 313, identified students who are English Learners must participate in the annual administration of the English Language Proficiency Assessments for California (ELPAC) until they meet requirements for reclassification as Fluent English Proficient (RFEP).
The ELPAC is administered in the spring to all EL students.
Using state criteria and guidelines, the district will reclassify a student using the following criteria:
- Score a Moderately Developed (Level 3) or Well Developed (Level 4) on the annual ELPAC
- Score a Basic or above on the ELD Writing Sample Scoring Rubric
- Score 3 or above on the Student Oral Language Observation Matrix (SOLOM)
- A phone call or conference with the student’s parents for opinions and feedback on reclassification
- Score Standards Met or Exceeded on the Smarter Balanced Assessment in ELA or district assessments
